Build a clear inventory of what you intend to ship, then check the destination customs process for a household move. Keep customs permission, transport insurance and the carrier’s contract as separate enquiries. An inventory describes the goods; it does not by itself establish duty relief or permission to import a restricted item.
Use the destination's requested level of detail
The UK’s ToR1 guidance requires a list of items for a transfer-of-residence relief application and explains that some groups, such as books or clothing, need not be listed piece by piece. It separately requests specified vehicle details. These are UK form instructions, not a universal inventory format or confirmation that a household qualifies for relief. Create a shipment-to-evidence index
Start with the rooms and goods actually involved, then adapt the detail to the authority’s current instructions. Ask about food, plants, medicines, animals, vehicles and other potentially controlled goods through the relevant service. Do not use the carrier’s willingness to collect a box as the customs answer.
| Shipment part | Inventory entry | Question to resolve |
|---|---|---|
| Household groups | Description and quantity as requested | What level of grouping is accepted? |
| Special items | Accurate item identity | Is another authority or permission involved? |
| Vehicles | Required identifying records | Which import and registration process applies? |
| Carrier file | Shipment reference and contract | Who submits which customs record? |
Separate the packing list from insurance values
Illustrative situation: customs accepts grouped household categories, while the insurer asks for different evidence of value. Maintain separate views from the same honest inventory rather than assuming one form serves both purposes. Ask the insurer and customs authority to identify their requirements. Keep the final shipment list and any later additions traceable so that records do not describe different goods.
Confirm before goods become hard to retrieve
Ask the carrier which declarations it prepares and what remains your responsibility. Retain genuine ownership or shipping evidence required by the destination. If the move date or contents change, check whether the customs application can be amended or requires another step. This guide offers an organisation method, not a customs valuation or eligibility decision.
