Map Japan’s Certificate of Eligibility, consular visa and arrival examination as different stages. Give each stage its own responsible person, evidence and completion record before planning the journey.

What the official guidance establishes

Japan’s Foreign Ministry explains that a regional immigration authority issues the COE; it supports the consular and landing processes but does not guarantee that a visa will be issued. Read Japan Ministry of Foreign Affairs: Student visa and COE for the original scope and current instructions.

Start from the intended activity

Write the real purpose of the stay and the status being researched, together with the organisation assisting in Japan. Keep an employer’s job offer or a school’s admission record connected to that purpose. Avoid using the word “visa” for every document in the chain.

Make a three-stage handover

For the COE stage, record who in Japan is preparing the application and which information they need. For the visa stage, use the responsible Japanese mission’s checklist for your nationality and residence. For arrival, retain the instructions and documents connected to the actual permission granted.

Resolve mismatches before sending the next file

Compare the name, passport details, intended activity and receiving organisation across the records. Put a discrepancy in a question log and send it to the responsible organisation. Do not silently revise an issued document or treat a positive update from one stage as the final result of another.

Worked planning example

A fictional student receives an electronic COE from the school. Their calendar now shows the consular application as the next task. They retain the COE and check the mission’s current presentation instructions instead of marking the whole immigration process complete.

Use the exact route and responsible mission when deciding which documents to prepare. Keep the next action in the moving planner and use the guide library for the next part of your move.
